REASONS FOR THE DETERMINATION
|
Refusal to renew an aviation medical certificate — The medical evidence presented clearly indicates that the applicant has suffered from and still suffers from a chronic debilitating psychotic disease called schizophrenia. The presence of this disease is incompatible with aviation safety, and it is the duty of the Civil Aviation Medical Examiner, the Regional Aviation Medical Officer, and the Minister of Transport to deny a medical certificate in this instance. To do otherwise would render the applicant at great risk, along with others. The applicant was given every opportunity to submit evidence on his own behalf but was unable to do so. The decision of the Minister of Transport not to renew the applicant’s certificate is confirmed.
