REASONS FOR THE DETERMINATION
|
Refusal to renew an unrestricted category 1 aviation medical certificate — The Minister of Transport correctly assessed the applicant’s condition of insulin‑treated diabetes mellitus (ITDM) and applied the appropriate restrictions to his category 1 medical certificate. The rationale being the concern of a silent and unexpected occurrence of hypoglycemia, followed by a progressive loss of decision-making ability. By issuing the applicant a restricted category 1 medical certificate, the safety of the public, both in the air and on the ground, has not been compromised. Additionally, the applicant is able to use his restricted category 1 certification to obtain employment despite his ITDM. Therefore, the Minister’s decision not to issue the applicant an unrestricted category 1 medical certificate is confirmed.
