The Minister of Transport’s decision to refuse to issue a marine medical certificate is confirmed.

REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate – The applicant has been in a methadone maintenance program since February 2009 which has included medical treatment, urine drug screening, and counselling and psychiatric care if required. International marine medical standards note that methadone can affect central nervous system function, program monitoring requirements will limit periods at sea, and withdrawal symptoms will occur if doses are missed. The Minister’s decision to refuse to issue a marine medical certificate is confirmed.
