DETERMINATION
The member confirms the Minister’s decision.
REASONS FOR THE DETERMINATION
Limitation on a marine medical certificate – Near Coastal Class II – within 25 nautical miles from shore in waters contiguous to Canada, the United States (except Hawaii), or Saint Pierre and Miquelon –
Based on the medical reports, it is clear that the applicant has significant vascular disorders that have been manifest both in a transient loss of vision and acute heart attack, requiring stenting of his coronary artery. Transport Canada guidelines are based on the STCW standards and the IMO international guidelines to which Canada is signatory. The Minister has established that the medical policy in place at the time of issuing the geographical restriction was fairly and duly applied. The member confirms the Minister’s decision that the applicant is fit to hold a marine medical certificate with the geographical limitation of Near Coastal Class II.
