REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate – Based on the medical reports, it is clear that the applicant has Bipolar Disorder Type 1 and has required admission to hospital on four occasions for treatment. The applicant’s current treatment for this condition includes both Carbamazepine and Risperidone on a long-term basis. The ILO/IMO guidelines on the medical examination of seafarers concerning mental, cognitive and behavioural disorders confirm that permanent denial of a marine medical certificate is appropriate. Transport Canada guidelines are based on STCW standards and the IMO international guidelines to which Canada is signatory. The Minister’s decision not to issue a marine medical certificate is confirmed.
