The member confirms the Minister of Transport’s decision to refuse to issue a Canadian maritime document to the applicant.

REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate – The evidence clearly supports the applicant’s diagnosis of bipolar 1 disorder. In the Fitness Guidelines, persons with a diagnosis of bipolar 1 disorder are permanently unfit for a marine medical certificate even if they are in remission. The Transport Canada marine medicine team considered the applicant’s medical information and applied appropriate Canadian and international standards for the marine environment when the decision was made to refuse to issue a marine medical certificate to the applicant. The Minister’s decision is confirmed.
