The Minister of Transport’s decision not to issue a marine medical certificate is confirmed.

REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate – the applicant was assessed by the Minister as “unfit” to hold a marine medical certificate based on the applicant’s diagnosis of recurrent psychosis and the unpredictability of the disease, its potential for affecting one’s function, and its possible impact on one’s safety-critical role. During the testimony of the Minister’s doctor and the applicant, it became evident that medical certification could not be granted to the applicant because he suffers from a disorder that is incompatible with safely performing seafarers’ duties. The Minister’s decision not to issue a marine medical certificate is confirmed.
