REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate (MH-0245-28) / Issuance of a restricted marine medical certificate (MH-0291-21) – The regulations that apply to this case specifically deny a marine medical certificate to a person with a diagnosis of schizophrenia, which is not in doubt as shown by the evidence. Consequently, the Minister was reasonable in refusing to issue the applicant a marine medical certificate based on the diagnosis of schizophrenia (MH-0245-28).
I find the eventual limitations placed on the applicant’s marine medical certificate, dated December 20, 2012, are appropriate to the situation (MH-0291-21).
