The Minister’s decision is confirmed.

REASONS FOR THE DETERMINATION

Refusal to issue a marine medical certificate (MMC). Considering the applicant’s medical condition, paranoid schizophrenia, with multiple episodes of hospitalization including a recent relapse (in 2012), it appears that there is a persistent risk of recurrence, resulting in permanent inability to hold an MMC. The standards that apply in this case specifically deny an MMC to a person diagnosed with schizophrenia; this diagnosis is not in doubt, as the evidence shows. The Minster acted reasonably in refusing to issue the applicant an MMC upon learning of his diagnosis of paranoid schizophrenia.
