REASONS FOR THE DETERMINATION
|
Refusal to issue a marine medical certificate (MMC) without limitations. The applicant was diagnosed with paranoid schizophrenia in March 2008. Following a favorable report from his treating psychiatrist in August 2016 as to the stable condition of the applicant, he was issued an MMC with limitations ‑ limited to sheltered waters, one nautical mile or less from the coast; no shift work function ‑ and to provide an annual medical report from his psychiatrist confirming adherence to pharmacological treatment. Although the applicant is considered in 2016 to be stable by his treating psychiatrist and by the Minister, the evidence shows that his condition cannot be completely resolved and that there is still a risk of recurrence of psychosis. The Minister cannot therefore allow a person who has had more than one episode of psychosis to work on the open sea without limitations.
