The Minister of Transport’s decision not to renew the applicant’s aviation medical certificate is confirmed.

REASONS FOR THE DETERMINATION
|
Refusal to renew a category 3 aviation medical certificate — The applicant, after a long delay, did provide the Minister of Transport (Minister) with psychological reports, but never with the requested psychiatric reports. The psychological reports consistently demonstrate impairment of cognitive function, not reversible, and no improvement is likely in the future. This level of impaired cognition is incompatible with aviation safety. The applicant did not offer any evidence to dispute this fact. The Minister’s representatives have fulfilled their role in not renewing the applicant’s aviation medical certificate, and by doing so, have protected the safety of all, especially that of the applicant himself. For these reasons, the Minister’s decision not to renew the applicant’s aviation medical certificate is confirmed.
