DETERMINATION
The decision of the Minister of Transport to deny the applicant a medical certificate is confirmed.
REASONS FOR THE DETERMINATION
Suspension of a category 1 aviation medical certificate — The applicant is a highly motivated pilot who unfortunately developed a chronic degenerative neurological disorder called Parkinson’s disease. This is a complex disorder of unknown causes, which remains unpredictable in its progress, and the effect of this disorder is to interfere with motor skills as well as mental ones. Additionally, the applicant requires considerable medications of a special nature that have a direct effect on the brain, to ease the symptoms of this disorder. Although the applicant has responded well to his treatment, the special nature of this disorder, and its need for increasing medications would indicate deteriorating flying skills in the sufferer. For these reasons, I concur with the decision of the Minister of Transport to deny the applicant a medical certificate.
