| REASONS FOR THE DETERMINATION
|
Refusal to renew a category 3 aviation medical certificate — The applicant developed a stroke despite the apparent adequate anticoagulation in 1999. The applicant’s case was referred to the Aviation Medical Review Board twice. The Board concluded that he was unfit due to anticoagulation failure causing the stroke. However, the applicant has had no recurrence of symptoms suggesting TIA or stroke for two years after the one and only mild stroke in 1999. From the extensive INR records, he proved to be conscientious and compliant in taking medications and following advice in treatment. As the applicant has completed all the conditions requested of him, the member recommends the applicant see a neurologist in view of the findings of the most recent MRI of the head. If the neurologist can conclude that this was not a progressive disease, then it is the member’s opinion that he should be considered fit for a category 3R aviation medical certificate on condition that he has an accompanying pilot who is trained to handle sudden incapacitation. This will not interfere with the safe operation of an aircraft and will not endanger the public. The matter is referred back to the Minister of Transport for reconsideration.
