The member confirms the Minister of Transport’s decision to refuse to renew the category 3 aviation medical certificate of the applicant.

REASONS FOR THE DETERMINATION
Refusal to renew a category 3 aviation medical certificate — Following his stroke in 1999, the applicant’s medical certificate was suspended. The Minister of Transport (Minister) is of the opinion that the applicant is at a much higher risk than the normal populace for developing serious complications such as blood clots or bleeding, etc., which, should this happen, could probably cause dangerous and sudden in-flight incapacitation. Based on the evidence, the member upholds the Minister’s decision not to renew the applicant’s medical certificate.
