REASONS FOR THE DETERMINATION

Refusal to renew an unrestricted category 1 or category 3 aviation medical certificate — The applicant up until 1991 held an unlimited category 1 aviation medical certificate. Following an attack of angina in that year, he underwent a cardiac balloon angioplasty. Since then, he has suffered from increasingly more serious progressive coronary artery disease which has been treated with stents and medication. He has intermittently been grounded and then allowed a category I unrestricted certificate. However, following two reviews in October 2015, the Aviation Medical Review Board (AMRB) cardiologist considered that he should have a restriction applied to his certificate. This allows him to fly only “with an accompanying pilot fully qualified on type”. The applicant wishes to have his unrestricted category 1 aviation medical certificate returned or at least be given an unrestricted category 3. The AMRB concluded that he does not have minimum coronary artery disease, and that the estimated incapacitation risk was at least 2 to 5% per year, and therefore he was unfit for an unrestricted certificate. The member agrees with that decision. The applicant’s request for an unrestricted category 3 in lieu of a category 1 aviation medical certificate is not in the public interest as the general public is at risk in the event of a pilot becoming incapacitated during a flight. The Minister of Transport’s decision to issue the applicant a restricted aviation medical certificate is confirmed.
