REASONS FOR THE DETERMINATION

Issuance of a marine medical certificate with limitations – “No Watchkeeping” / the applicant has a defect in his visual fields that falls well below all published standards. These standards for visual fields are clear, with no indication that compromise or flexibility could be exercised. They emphasize that full visual fields are a matter of safety for the individual, their crew and the public. The applicant has coped with the vision deficit since birth and has demonstrated remarkable compensation and adaptation. However, the difference between the standard for visual fields and the applicant’s demonstrated visual field defect, in the member’s opinion, is too great to accept. For these reasons, the Minister of Transport’s decision to issue a marine medical certificate with the limitation of “No Watchkeeping” is confirmed.
