REASONS FOR THE DETERMINATION
|
Restricted medical marine certificate (MMC) with limitations – Near Coastal Class 2 and the requirement to wear corrective lenses – applicant suffered a pulmonary embolism in 1989 and is taking 4mg of Coumadin daily. By imposing the travel restriction close to the shoreline (class 2), the Minister of Transport did not discriminate against the applicant. Other sailors taking Coumadin have been similarly restricted, and Transport Canada is looking at complex cases such as the applicant’s three or four times a year. The ILO (International Labour Organization) standards were changed in 2013; these guidelines are binding on the use of an anticoagulant by a seafarer, and as such, Canada imposes the restrictions on near-shore voyage, Class 2. The Minister’s decision is confirmed.
