REASONS FOR THE DETERMINATION
|
Refusal to issue an unrestricted category 1 aviation medical certificate — The applicant was issued a restricted category 1 medical certificate and must be accompanied by another pilot who holds an unrestricted valid pilot licence with the appropriate category. The applicant claims that his medical condition has not changed, his medications have not changed and that he has a regular blood work every 90 days. However, the Aviation Medical Review Board in 2015 cited that his disease had progressed with a raised A1C and some renal involvement, and that his duration of diabetes and treatment (multiple insulin) also put him in a higher risk category. The diagnosis of Insulin Treated Diabetes Mellitus has both short- and long-term effects for a patient which, in the case of an aviator, can have serious implications for flight safety. In the applicant’s case, the potential for short-term effects of hypoglycemia, which may cause incapacitation in the cockpit, is the prime reason for the limitations on his medical certificate.
